Description
The Hawaii Paroling Authority (HPA) is requesting competitive sealed bids from qualified vendors to establish a Statewide price list contract for the purchase and delivery of integrated urine-based 12-panel drug testing kits with fentanyl detection capabilities.

The testing kits will support HPA’s Statewide supervision, clinical monitoring, treatment compliance, abstinence verification, early intervention, and relapse detection efforts for supervised individuals under HPA jurisdiction. Proposed products shall meet clinical monitoring standards and demonstrate high analytical sensitivity for the detection of low concentrations of controlled substances, including fentanyl.

The solicitation requires integrated 12-panel drug testing kits capable of detecting the following analytes: THC, Buprenorphine, Benzodiazepines, Methadone, Amphetamines, Oxycodone, Opiates, MDMA/Ecstasy, Cocaine, Methamphetamine, Alcohol (EtG), and Fentanyl.

Estimated annual usage is approximately 6,000 kits Statewide. Deliveries will be ordered on an as-needed basis and distributed to HPA offices located on Oahu, Hawaiʻi Island, Maui, and Kauaʻi.

The resulting contract term shall be from July 1, 2026 through June 30, 2027, with the option to extend for up to three (3) additional twelve (12)-month periods, subject to satisfactory contractor performance, continued operational need, and availability of funds.

All proposals, questions, and solicitation communications shall be submitted electronically through HIePRO in accordance with the solicitation requirements and deadlines.

General Comments
This solicitation is issued by the Hawaii Paroling Authority (HPA) to establish a price list contract for integrated urine-based 12-panel drug testing kits with fentanyl detection capabilities.

Offerors shall carefully review all solicitation documents, specifications, requirements, and attachments prior to submitting a bid.

All bids, questions, requests for clarification, and communications regarding this solicitation shall be submitted electronically through HIePRO only. Verbal communications shall not be binding.

Offerors are strongly encouraged to register as an “Interested Vendor” within HIePRO to receive notifications regarding amendments, addenda, questions and answers, and other procurement updates.

Questions regarding this solicitation must be submitted by the stated deadline identified in the solicitation. Responses to substantive questions and any solicitation addenda will be issued through HIePRO.

Offerors are responsible for monitoring HIePRO for all official procurement communications, addenda, and updates. Failure to review issued addenda shall not relieve the Offeror from compliance with solicitation requirements.

Late submissions may not be accepted.

The State reserves the right to reject any or all bids, waive minor informalities, request additional information, conduct discussions, request Best and Final Offers (BAFO), and/or cancel this solicitation if determined to be in the best interest of the State.

Award, if made, shall be issued to the responsive and responsible bidder whose proposal is determined to be most advantageous to the State in accordance with the solicitation requirements and evaluation criteria.

All applicable State procurement laws, administrative rules, and compliance requirements shall apply.

Description
One (1) case, also referred to as one (1) kit, shall contain one hundred (100) individually packaged 12-panel urine drug testing cups. Each cup shall be an integrated, multi-panel screening device capable of detecting the required substances as specified in the solicitation, including fentanyl. Test cups shall be intended for single-use clinical screening and shall meet all applicable performance, regulatory, and sensitivity requirements outlined in the IFB.

  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
