TASK 1: Analysis of Hawaii's Building Performance Standards (BPS
Description
Assess the current status and readiness for statewide implementation of Building Performance Standards (BPS) in Hawaii by evaluating county-level benchmarking baselines and alignment with ASHRAE Standard 100. Analyze estimated compliance costs and energy savings across selected building types using available state and local datasets, and identify any critical data gaps and barriers that may hinder full BPS deployment, with necessary stakeholder engagement such as with Hawaiian Electric Company.
TASK 2: Barriers to Adoption and Implementation of BPS
Description
Identify the major barriers (e.g., initial costs, permitting, workforce capacity, financial, institutional, and technical) to the adoption of BPS and energy efficient technologies and end uses. Provide recommendations on how to address these barriers.
TASK 3: Potential Legislation and Policy Recommendations
Description
Develop actionable legislative and policy recommendations to support the adoption and implementation of Building Performance Standards (BPS) and energy-efficient retrofits in Hawai'i.
