- HTA is a government agency established by the State of Hawai‘i in 1998, pursuant to Chapter 201B of the Hawai‘i Revised Statutes. HTA is the lead agency and advocate for Hawai‘i’s tourism industry. Its mission is to strategically manage Hawai‘i tourism in a sustainable manner consistent with economic goals, cultural values, preservation of natural resources, community desires and visitor industry needs.
The Strategic Plan informs the strategic directions that organize HTA’s activities and responsibilities in strategically managing Hawai‘i tourism for the next five years, responsive to community, industry, and government stakeholders. An update to the plan for 2026-2030 may consider focuses in destination stewardship, regenerative tourism, and brand management.
HTA is soliciting proposals from qualified companies to assist with updating its Tourism Strategic Plan 2026-2030. The Tourism Strategic Plan process will include performing an analysis of current conditions to identify problems and opportunities, bringing together public and private tourism, hospitality, and community leaders to update HTA’s current Tourism Strategic Plan for the years 2026-2030; recommending goals, objectives, and strategies to best implement and write the update to HTA's current Tourism Strategic Plan. - Contact Person
