Description
The Hawaii State Department of Health (DOH) Office of Primary Care and Rural Health (OPCRH) seeks a CONTRACTOR to conduct public health workforce research on health care providers who are either a Dentist (DDS or DMD), Doctor of Medicine (MD), Doctor of Osteopathic Medicine (OD), or a Certified Nurse Midwife (CNM). The DDS, DMD, MD, DO, and CNM providers included in this study are currently licensed in the state and currently practice in Hawaii.

The recruitment and retention workforce research results will support and guide the Office of Primary Care and Rural Health (OPCRH) efforts to increase access to healthcare. Hawaii’s shortage of DDSs, DMDs, MDs, DOs, and CNMs in multiple disciplines continues to grow across the state. Hawaii competes at a national level to recruit and retain licensed healthcare workers. Research findings will be reported to update the provider to population ratios in the Health Resources Service Administration (HRSA) Bureau of Health Workforce Shortage Designation Management System (SDMS). The goal of this project is to gather licensed healthcare workforce data for the 2025 National Shortage Designation Update (NSDU). The NSDU will rescore the primary care, dental, and mental Health Professional Shortage Area (HPSA) scores. The Maternity Care Target Area (MCTA) is a subset of the primary care HPSA. HPSA scores then determine the reallocation of federal funds through the National Health Service Corps, Nurse Corps, and State Loan Repayment Programs. The project will be designed to gather quantitative workforce data that is currently not collected on a regular basis.

General Comments
The awarded vendor:

A. Must demonstrate a thorough understanding of the purpose and scope of this project, as well as demonstrate the necessary knowledge, skills, abilities, and experience relating to the delivery of the proposed services.
B. Cite any previous experience relevant to this project with respects to conducting primary care or dental provider surveys to update the Health Professional Shortage Area (HPSA) scores. Include a brief description of the scope of services performed and the period of performance covered by prior work relevant to this proposal.
C. Cite any previous experience relevant to this project with respect to statistical or research expertise. Include past examples of the ability to design and interpret a survey that yields statistically significant results.
D. Have knowledge and experience in primary care or dental provider surveys for updating HPSA scores.
E. Have experience working with licensed healthcare or dental providers;
F. Have a minimum of 7 years of experience working with a variety of Hawaii state agencies;
G. Have competency and ability to use different tools to communicate and share information with multiple stakeholders;
H. Shall demonstrate adequate staffing capacity to provide contracted services and deliverables, including contract administration.
I. Must provide evidence of being an organization registered and resides in the State of Hawaii.
J. Must be available to meet in-person with OPCRH.

B. Period of Performance
1. Develop and execute quantitative provider surveys to gather workforce related data to update the dental and primary care Health Professional Shortage Areas (HPSAs) and Maternity Care Target Areas (MCTAs).
• Must identify a list of organization and contacts to distribute surveys.
• Must engage licensed dentist (DDS/DMD) that reside and practice in Hawaii and identify Hawaii licensed dentists (DDS/DMD) who no longer reside and practice in Hawaii.
• Must engage licensed obstetricians and gynecologists (MD/DO) that reside and practice in Hawaii and identify Hawaii licensed obstetricians and gynecologists (MD/DO) who no longer reside and practice in Hawaii.
• Must engage licensed certified nurse midwives (CNM) that reside and practice in Hawaii and identify Hawaii licensed certified nurse midwives (CNM) who no longer reside and practice in Hawaii.
• May engage other dental and maternity care providers (e.g. dental hygienists, family medicine physicians, etc.) to gather quantitative data.
• May conduct surveys through snail mail, email, text, phone calls, and etc.
2. Finalize quantitative survey results into a report.

  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
