Description
The Early Intervention Section currently uses the BDI-3 development delay evaluation platform. As one of two standardized evaluation tools ,used by EI providers, the BDI-3 measures global domains for children birth (0) to three (3) years of age with standard evaluation scores needed to determine a child's eligibility for EI services based on Hawaii's EI eligibility categories. The BDI-3 also has additional s sub-domains in the areas of adaptive (self-care and personal responsibility), cognitive (attention and memory, reasoning and academic skills, perception and concepts), communication (receptive and expressive), motor (gross motor, fine motor, perceptual motor), social (adult interaction, peer interaction, self-concept and social role), that provide the evaluator(s) with a more in-depth picture of the child's abilities. The BDI evaluation tool allows the evaluator(s) to administer the tool on-site using either a paper protocol and/or through a mobile data solution platform with the family using a device (e.g., iPad, tablet, laptop) using electronic record forms (ERFs).
The BDI-3 is an essential tool that is designed to meet EIS needs in determining if a child is eligible to receive El services. Having the option to administer the evaluation tool on-site through a mobile data solution platform is also beneficial for EIS because it allows the evaluator(s) the ability to obtain results after the evaluation is completed. This provides EIS staff and contracted EI Programs with the ability to easily run and print reports by child which will include the standardized scores and test item details. The Mobile Data Solution Platform also allows child information and test result to stored for future analysis. The information on also be easily transferred over from one El program to another if a child moves to a new geographic service area. The BD!-3 also includes supplemental resources El providers and developmental tips that can be share with families. EIS conducts initial and annual eligibility evaluations for all children referred to EIS which is why it is essential for EIS to continue to have access to the BDI-3, replenish the evaluation tool forms, replace the evaluation tool kits items, and/or purchase new additional evaluation tool kits, as needed.
