PROJECT SITE DESCRIPTION AND CONDITIONS:
The Project Area spans approximately 4.6 acres, encompassing the 0.5-mile right-of-way serving as the hiking trail.
The trail commences east of Ka‘elepulu Drive, adjacent to the Bluestone condominium development. A marked pathway, separated by a chain-linked fence from the Bluestone condominiums, initiates the trail. An unmarked right-of-way exists east of the marked pathway on private property will allow the project are to be expanded to a width of twenty feet. Neighboring property owners have installed temporary fencing to redirect hikers towards the Bluestone property easement. The bare soil footpath ascends directly up the steep ridgeline. Beyond the chain-linked fence guarding the Bluestone property, a network of social trails diverges from the designated right of way, exposing a greater expanse of trampled soil. Steep, rocky outcroppings along the trail corridor spawn additional social trails, encroaching upon private property and contributing to trail degradation, erosion, and adverse environmental impacts.
PROJECT SUMMARY:
The project aims to construct a "Sustainable Trail Design" utilizing natural materials primarily sourced on-site, adhering to sustainable trail design practices. Water management, under this design, occurs incrementally through trail contours, dips, and cross slopes. Proposed trail enhancements follow natural trail design and construction techniques, utilizing rock and soil from the site for recontouring. Steeper slopes will feature naturally shaped switchbacks anchored and edged with a combination of large, introduced rock and native rock found on site.
The proposed stormwater infrastructure is integrated into the trail itself, treating each segment as a mini-watershed. Outsloped trails prevent water accumulation and erosion by gradually moving water from the footpath, thereby avoiding volume accumulation that leads to erosion. The project involves reforming trails to incorporate water control features like grade reversals, spillways, and out slopes. Details on how and where to install water features are provided within this solicitation as prescriptions. Heavy machinery operation experience in urban settings is necessary for this project. Expertise in implementing Sustainable Trail Design using specialized heavy equipment is required.
Vendor Solicitation Requirements
• Vendor is required to be a qualified professional sustainable heavy equipment trail builder.
• Vendor must provide proof of formal certification in implementing sustainable trail and/or road design.
• Vendor will have to independently determine the best way to implement sustainable trail improvements based on site conditions including topography, slope, soil and vegetation.
• Forestry staff will be available to provide guidance, but vendors are expected to carry out this work for the most part professionally and independently.
• Vendor shall invoice on the morning of the 1st weekday of every month during the project period. When invoicing the vendor must also provide the Certified Payroll Report: https://pwd.hawaii.gov/wp-
content/uploads/PayrollAffidavit.xls.
• Vendor must be compliant with Hawaii Compliance Express.
Public Management and Trail Closure:
Trails are intended to remain open the entire duration of the project. Signs will be placed at trailheads warring the public of work in progress. Trail closures can be discussed if operations pose a public safety concern. Public notices will be updated regularly on the Na Ala Hele program website and Facebook. Press releases will be generated in collaboration with the DLNR Communication Office.
