General Comments
The Department of Law Enforcement is seeking submissions to purchase security cages for the storage of weapons and items requiring significantly increased security in the quantities and types specified as listed in each line item.

Weapon Cages
One 8'-5"w x 8'-5"d x 8'-9"h Weapon Cage
One 7'w x 7'd x 8'h Weapon Cage (May be slightly smaller, but no less than 6'-10"w to insure fit)

Door on each to be centered on one side of cage

Secured Storage Cage
Approximately 26-27'w x 5'.6"d x 10'h
Door located 24"-36" from end of cage

NOTE:
• Final specific dimensions for this cage will be determined after bid award due to space requirements with furniture and possible relocation of HVAC equipment. Bidder should arrange to inspect at the space prior to submission.
• Final design of this cage will be made after award of bid due to location and construction specific issues with the dropped ceiling, lighting, and ventilation in the area that must be taken into consideration for the final design and installation. This cage must also be attached to the concrete ceiling that is currently above the dropped ceiling in the area.
• Access to the area prior to submission deadline will be made available.

The following requirements apply to all cages:
• Material must be steel with walls/panels constructed with heavy duty steel material suitable for storage of weapons and items requiring a high degree of security. If wire is used in the construction, 6-gauge steel is preferred, but shall be no smaller than 10-gauge. Typical consumer grade fencing or kennel materials will be rejected. Prefer other than wire construction, but welded wire is preferred over woven wire, but interested in the most secure solution.
• Bids should include justification for the materials and construction used with examples from actual use by military and law enforcement agencies.
• Cages should comply with requirements of the Commission on Accreditation for Law Enforcement Agencies for evidence and weapon storage.
• Cages must be able to be assembled on site with all hardware accessible only from the interior.
• Cages must be bolted to the floor or readily capable of bolting to the floor. One cage will need to be bolted to the concrete floor/ceiling above.
• Door type options must be included (i.e. sliding or traditional swinging to inside or outside).
• Lock and door set options must be included.

All proposals must include specifications of materials used, together with photographs and documentation of cage, materials, parts, assembly, and any other information to provide a solid understanding of the product, capabilities, and benefits.

Invoice shall be made within 5 days of award.

Bids shall include all shipping costs and assembly and installation on site. The 8.5" x 8.5" weapon cage should include an additional pricing for buyer assembly and installation.

Specific location of delivery to Honolulu, Hawaii (zip Code 96813 or 96817) will be provided prior to delivery.

Delivery shall be within the time specified in the line item. Responses indicating any delivery date beyond delivery date specified in each line item will be considered non-responsive rather than an acceptance of the proposed change in delivery date. Vendor acknowledges that if for some reason their proposal should be selected, the Vendor expressly acknowledges that they will be held to the specific delivery date regardless of any language to the contrary contained in the proposal.

Instructions
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
