RFP – Ruggedized Network Aggregation Devices for voice, video and data connectivity in mobile (handheld or vehicle mounted) environments.
The Department of Law Enforcement is seeking ruggedized, portable Network Aggregation Devices capable of delivering reliable voice, video and data connectivity to First Responders in congested, high traffic, limited coverage environments within the State of Hawaii. The devices shall deliver several wired (to include a minimum of one (1) PoE port) and wireless (802.11 a/b/g/n/ac) IP connections from multiple providers as specified to ensure sufficient bandwidth for Law Enforcement activities while eliminating downtime in geographically remote or National Disaster level environments.
All hardware devices must be Trade Agreements Act (TAA) Compliant to be considered.

Title
Ruggedized Network Aggregation Device
Description
Network Aggregation Device with three (3) internally integrated Global LTE Modems, certified for network compatibility with FirstNet First Responder cellular network service, Verizon Frontline and T-Mobile Heroes, capable of simultaneously accessing all three network carriers with no restarts, firmware reloads or other disruptive processes required to switch between carriers. Must provide integrated WiFi access point. Able to connect two or more additional network sources (e.g. satellite communications) via Ethernet ports, at least one of which should provide Power over Ethernet (PoE.) Devices shall include appropriate magnetic mount vehicle antennas bundles with all cabling required for vehicular installation. Power management must include the ability to sense ignition voltage and automatically shut down the device after a configurable time period.
*** SPARE DEVICES *** with specifications matching Line Item One. The Department of Law Enforcement wishes to obtain a quote for the optional purchase of two additional units.

Multi-Host Managed Service software license
Description
Multi-Host Managed Service software license for each unit described in Line Items 1, 2 and 3. Services shall include multi-path connection optimization and cloud-based control porta for monitoring, management and reporting capabilities.
SIM cards for AT&T FirstNet, Verizon Frontline, and T-Mobile Heroes. 1TB of network data transfer to be used on any combination of AT&T FirstNet, Verizon Frontline, T-Mobile Heroes or Low Earth Orbit satellite for areas with no cellular coverage. To include all required service components to enable simultaneous, blended access across all available networks/carriers with seamless operation of connectivity (i.e. no interruption of TCP sessions) when a network becomes unavailable. Transition between available network connections must occur automatically and dynamically with no user intervention, switching delay, or session reestablishment incurred. Cloud/Hosted services to provide this functionality to reside within the State of Hawaii for optimum network latency. Data can be directly provided to private State of Hawaii network(s) via direct cross-connect at Honolulu datacenter, private telecom circuit, MPLS, VPN, or direct Internet access. Internet access will utilize a single, static, public IP address per unit with no changes to IP when underlying network connectivity changes. Configurable traffic policies for strict priority and targeted latency based on IP/Port/Protocol combination and DSCP tagging. Support for integral TCP acceleration when connected to an external satellite connection. 1TB data allowance may be pooled between all systems and may be used anytime within a period of 12 months. Any unused data at the end of 12 months shall roll into the next service term, if applicable.
