Pursuant to section 3-122-96(1)(C) and (D), Hawaii Administrative Rules, cancellation is necessary because HDOA’s proposed amendments to the RFP would be of a magnitude that a new solicitation is desirable, and a determination was made that cancellation would be in the best interest of the public and State. The services will be re-solicited as soon as possible.

- The State of Hawaii, Department of Agriculture (HDOA) is requesting proposals for Offerors to assist HDOA in establishing and implementing a USDA GroupGAP food safety training and certification program. The main services to be provided by the Offeror involve establishing, expanding, and implementing a USDA GroupGAP food safety training program statewide. The program is designed for educating and training small to medium sized farmers who are producing fresh fruits and vegetables across the state. This training program can help increase the number of GAP certified and FSMA compliant farms and expand new market access especially for small to medium sized farms. The Offeror’s services shall be in accordance with these Specifications, Scope of Work, Special Provisions, and the attached General Conditions found in this RFP.
