Description
A. Assist DHS\HPHA with planning, creating, upgrading and migrating existing virtual servers to GPC which are listed below:

1. HPHADC02: Windows Server 2012 R2 domain controller.
a. To remain at premise. Migration to GPC not necessary.
b. HPHADC02 to provide temporary trust relationship until users are cross linked with their @hawaii.gov accounts managed ETS AD systems.
c. Ensure all users and devices are appropriately connected until all accounts are properly linked to GPC SOH AD.
2. HPHAELITESQL12: Windows Server 2012 SQL Server 2012.
a. ETS to provide one (1) Windows 2019 VM server environment.
b. Vendor shall install and configure SQL Server 2019 (provided by HPHA) and test its connectivity.
c. This server to be available to third party members such as Emphasys via appropriate connections such as LogMeIn, VPN, etc…
3. HPHATSM1: Windows Server 2012 R2 Remote Desktop Services.
a. ETS to provide one (1) Windows 2019 VM server environment.
b. Vendor to ensure connectivity.
c. This server to be available to third party members such as Emphasys via appropriate connections such as LogMeIn, VPN, etc…
4. HPHATSM2: Windows Server 2012 R2 Remote Desktop Services.
a. ETS to provide one (1) Windows 2019 VM server environment.
b. Vendor to ensure connectivity.
c. This server to be available to third party members such as Emphasys via appropriate connections such as LogMeIn, VPN, etc…
5. HPHAWEB: Windows Server 2003 and provides support to the Elite system.
a. ETS to provide one (1) Windows 2019 VM server environment.
b. Vendor to ensure connectivity.
c. This server to be available to third party members such as Emphasys via appropriate connections such as LogMeIn, VPN, etc…
6. HPHAIIS: Windows Server 2012 R2 with IIS
a. To remain at premise. Migration to GPC not necessary.
b. Any changes to the network settings to provide services to the GPC shall not interfere with functionally of the HPHAIIS.
7. P4000-NAS: Windows Storage Server 2008 File sharing server.
a. Migrate content to remote file server provided by ETS (Cohesity).
b. Migrate file \ folder and share permissions matching current setup.
c. Test and ensure connectivity from all appropriate devices.

B. Complete a Microsoft Assessment and Planning (MAP) evaluation to determine whether the existing infrastructure is prepared for a migration and assist in implementing the required changes to existing infrastructure and clients to begin migration for HPHA.

C. Provide a project timeline to HPHA for review.

D. Review and provide recommendations for Local GPO stance for implementation of new policies at hawaii.local to work compliantly with HPHA.

E. Migrate users and computers from the DHS\HPHA Housing domain to hawaii.local and eventually decommission the Housing domain.

G. Setup peripherals (printers, copiers, scanners, etc) using print server or other means.

H. Advise and configure network device (switches / router) as necessary to provide connectivity to Oahu, East Hawaii, West Hawaii, Kauai, Molokai, and Maui premises. This step can be done remotely and from a single location (ETS), meaning that this is a setting\parameter change which is done by a request to redirect or allow traffic from HPHA to ETS. Currently, all nodes go to HPHA and then to ETS. The new version will have all nodes go straight to ETS instead.

I. Collaborate with ETS Networking and DHS\HPHA on firewall rules.

J. Include services for any other items to assure successful migration of active directory, servers and connectivity from DHS\HPHA.local to hawaii.local including transfer of knowledge. The current AD has about 180 users and 250 devices (PCs, Laptops, Printers, Scanners, etc.)

K. Provide DHS\HPHA with a list of any hardware or software that DHS\HPHA needs to procure (outside of this service) to guarantee a successful migration.

F. Provide 20-hour pool for post implementation support for 180 days. This pool to be accessible after full implementation and completion of this scope of work. The function of the pool of hours is to provide for additional unexpected support on various issues that may arise.

  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • Quote Submittal:: Quote shall be submitted not later than 2:00 p.m. HST, Wednesday, 14 February 2024 as follows: A. Provide the all-inclusive unit price for the services as solicited, by line item. The all-inclusive unit price shall include without limitation, labor, equipment, and all applicable taxes for the provision of the specified services. ALL line items must be completed within 180 business days from the determined initial contract start date or as recommended by the offeror and approved by the HPHA. B. Submit a copy of applicable certifications as an attachment to the quote submission. C. Submit a copy of applicable references and past comparable work as an attachment to the quote submission. D. Tentative work schedule and plan that includes where work is proposed to start, timeline, and workflow to include how work will proceed.
