Summary of requested services
Weed suppression on all roads and trails under the jurisdiction of the Oahu Division of Forestry and Wildlife (DOFAW). Specifications for roads and trails are different. Therefore, the scope of service is broken into two (2) parts; part one (1) being specifications for roads and part two (2) being the specifications for trails. For this solicitation, trails and roads have been grouped together into six (6) line items according to their geographic location or by common road and trail system (See below line item list and Appendix A). Whereby, vendors can bid on all or any number of line items. In addition, a monthly progress report will be required. All work activity will take place on weekdays only

Reason and justification for project and requested service:
Sustained vegetation suppression of trails and roads mitigates the spread of invasive species, reduces chances of wildfire and maintains safe public and staff access.

TIMELINE: Roads and Trails to be cleared twice before December 31, 2021 for this line item:

SCOPE OF SERVICE AND SPECIFICATIONS FOR WEED SUPPRESSION ON ROADS:
Work will require the brushing five (5) specific weeds found within the road corridors of four (4) selected DOFAW roads located at various locations around the Island of Oahu. Work will include removing fallen trees off the roads, no larger than fifteen (15) inches in diameter. Work will require four-wheel drive experience and include the safe and legal use of brushing power tools.

DISTANCE: Clearing the total miles of road listed per line item.

SERVICE SPECIFICATIONS:
1. The weed suppression corridor will be at a maximum of fifteen 15 feet from center of all roads on both sides – In most cases this will be +/- 10 feet from road edge. Overhanging vegetation that is encroaching over the road way, including Uluhe fern should be considered for removal.
2. Notify DOFAW staff prior to each work period
3. Required clearing of fallen trees smaller than 15 inches in diameter blocking the road

General Comments
Additional Project Requirements for Trails and Roads:

• Vendor is responsible for providing a mandatory progress report on the morning of the 1st weekday of every month during the project. Report will include past month’s accomplishments including trail names, upcoming month’s objectives also including trail names, trail hazards and/or problems including washouts or major fallen trees, vandalized signs or facilities or public reports to include trail name and approximate mileage to location of incident. Report should be no longer than three (3) pages.

• Native Hawaiian plants can be found along every job site including endangered species. Vendor shall not clear native Hawaiian plants any place any time, unless leaving them will pose a safety hazard. If this happens it may result in instant termination of contract. Note: The only exception is Uluhe Fern in some select areas along roads where it encroaches within the road way or corridor.
• Vendor will need to provide two references from other state agencies verifying good service for similar type services – including knowledge and experience working with Native Hawaiian plants.

• Vendor will provide a certificate of comprehensive general liability insurance of no less than $500,000 per occurrence and $1,000,000 in the aggregate. Organizations operating motor vehicles must have automobile liability of no less than $500,000 per occurrence and $1,000,000 in the aggregate. The State of Hawaii must be named as an additional insured. Certificates of Insurance will be provided to the permitting agency. The policy must be current for the duration of the permit. Insurance carrier is to notify the respective DOFAW Branch staff if the policy is dropped or changed.

• All work activity will take place on weekdays only. Working on weekends will not be allowed.
• Vendor will work with private landowners and DOFAW to gain vehicular access by key or combination. Vendor will not use any gate restricted access for personal use or recreation or give any issued keys or combinations to any member of the public. If this happens it will result in instant termination of contract. Each key borrowed from DOFAW will have a refundable deposit of $50 upon return key(s).
• Vendor is responsible for providing own transportation to and from all work sites.
• Vendor must be compliant with Hawaii Compliance Express to be paid
• Vendor is responsible for all First Aid and emergency evacuation plans.
• Failure to meet the requirements of the contract will result in termination of the contract and possible pay restrictions.


Oahu Division of Forestry and Wildlife Responsibilities

• Payment will be processed upon completion and inspection of each completed maintenance pass of all roads and trails.
• Payment may take 2 to 4 or even 6 weeks
• Contract may be renewed at same offer price for timely completion of contact and good service.

• Warnings: This road is used by the public with some hunter’s vehicles and management vehicles

• Prescription: Clear entire road up to trail head. Clear any encroaching Uluhe fern five feet from the edge of the road or any overhang vegetation over the road on the upper section of the road.

  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to NIC Hawaii, the vendor administering the HIePRO. Payment must be made to NIC Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai and Hawaii, and 4.1666% for the island of Maui.
