Answers to Vendor Questions: Question: Could you please clarify the language around: "Meet the requirements of the National Association of State Arts Agencies (NASAA) State Arts Agencies (SAA), National Endowment for the Arts (NEA), and Western States Arts Federation (WESTAF)." Answer: State Arts Agencies, in order to receive funding from the National Endowment for the Arts must have a multi-year strategic plan. There is no prescription for the vendor, but it fulfills the requirement for the State Arts Agency. Question: Where can I locate this? Conduct research and analysis of:
• The arts and cultural landscape of Hawaii
• Existing support systems for artists and cultural practitioners
• Underserved/emergent demographic groups throughout the state
• The existing structure and capacity of SFCA
• The agency’s current operations and overall performance
• Board meeting notes, minutes, and policy recommendations since 2013
• The agency’s long-term financial sustainability, including:
a. Development of a sustainable funding model to support increased investment in cultural, heritage and arts programming across the State.
b. Business development opportunities for cultural, heritage, and arts programs, including the leveraging of public-private partnerships to develop and fund programs.
Collaborate with staff, board, the general constituency, and underserved population groups
• Work closely with SFCA staff, Board of Commissioners, and members of the constituency to develop the strategic plan
• Plan, advertise, and host a minimum of one public meeting in each the following communities: Kona, Hilo, Maui County, Kauai, and Oahu.
Produce the SFCA 2019-2023 Strategic Plan
• Include detailed action steps and measurable outcomes
• Include built-in mechanisms for agency growth, change, and self-evaluation
• Meet the requirements of the National Association of State Arts Agencies (NASAA) State Arts Agencies (SAA), National Endowment for the Arts (NEA), and Western States Arts Federation (WESTAF), etc.
• Address concerns outlined in Audit Report No. 14-11, dated November 2014
Provide guidelines for plan implementation
• Identify and set-up reasonable channels by which any proposed changes may be implemented

Instructions
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • TRANSACTION FEES: The Awarded Vendor shall pay a Transaction Fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount or estimated amount, and Contractor shall be responsible for payment of the fee to Hawaii Information Consortium, LLC (HIC), the vendor administering the HIePRO. Payment must be made to Hawaii Information Consortium, LLC (HIC) within thirty (30) days of receipt of invoice.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the island of Oahu and 4.166% for the islands of Maui, Kauai, and Hawaii.
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • SOLICITATION EVALUATION AND AWARD SELECTION: SOLICITATION EVALUATION AND AWARD SELECTION All eligible solicitations will be reviewed and evaluated against the attached rubric by a committee comprised of select members of SFCA staff, board, and selected affiliates.
  • APPLICATION GUIDELINES: APPLICATION GUIDELINES Complete each of the following forms and submit via HIePro: • Cover Sheet • Projected Timeline • Budget • Qualifications • Professional References Create and upload the following documents to HIePro: • Project Work Proposal (3-10 pages) • Relevant Work Sample(s) Font and size: Times New Roman, size 12 One-inch margins One-sided paper, 8.5 X 11 The budget should be inclusive of all taxes and fees, plus any subcontracted, travel, lodging, per diem, or other costs associated with the work. Identify local subcontractors if applicable. Contents of the awarded contractor’s proposal will be included in the final contract.
  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
