Description
A. Overview and Purpose

Hawaii needs regional oral health partner meetings to convene the dental professionals, dental organizations, dental insurance companies, community leaders and other interested parties. These partner meetings follow the Statewide Oral Health Summit held on October 10, 2025 which gathered local leaders who shared information and ideas, discussed relevant priorities and issues, and developed solutions. Department of Health needs input from these partner meetings to building a state-wide oral health program that address oral health disparities. Regional oral health partner meetings will support dialogue and cooperation between collaborators who are vested in supporting, developing, and maintaining dental services and oral health promotion.

The Hawaii State Department of Health (DOH), Family Health Services Division (FHSD) seeks a qualified community-based, non-profit organization in Hawaii to:
• Plan, organize, and coordinate regional oral health partner meetings at the county and island level;
• Convene neighbor island oral and public health partners for ongoing assessment of local community oral health needs, action planning, policy development, and advocacy engagement;
• Compile and summarize meeting minutes into quarterly reports and a comprehensive annual report;
• Prioritize and support project(s) and/or meeting(s) that result from the meetings; and
• Other pertinent duties and related tasks, as assigned.

General Comments
The awarded vendor:

A. Must demonstrate a thorough understanding of the purpose and scope of this project, as well as demonstrate the necessary knowledge, skills, abilities, and experience relating to the delivery of the proposed services.
B. Cite any previous contracts relevant to this project for the last (4) years. Include a brief description of the scope of services performed and the period of performance covered by prior work relevant to this proposal.
C. Have knowledge and experience with oral health partner meetings on the neighbor islands.
D. Have experience working with oral health partners in Hawaii and the Hawaii Oral Health Coalition;
E. Have competency and ability to use different tools to communicate and share information with multiple partners;
F. Shall demonstrate adequate staffing capacity to provide contracted services and deliverables listed below:
• Staffing for coalition operations;
• Community engagement;
• Coordination of virtual and in person events including venues, meals/refreshments;
• Coordinating interisland travel for partners;
• Communications through social media, public speaking, press releases, etc.;
• Promotion of partner meetings and recruitment of new partners;
• Experience setting up information technology and audio-visual equipment to support the meetings;
• Experience ordering and managing meeting supplies.

G. Must provide evidence of being a nonprofit organization registered in the State of Hawaii.
H. Must be available to meet in-person with DOH FHSD.

The Bidder shall describe in detail how from January 1, 2026, or upon DOH FHSD approval, through December 31, 2026, it will provide the following:


B. Period of Performance
1. Plan, organize, and coordinate regional oral health partner meetings, including:
• Develop meeting agendas in conjunction with the DOH FHSD and other partner(s);
• Invite new partners to the meetings;
• Logistics coordination and facilitation, including venue selection and transportation;
• Coalition and partner member outreach and event promotion; and
• Preparation and distribution of relevant materials and resources.

2. Facilitate meetings for partners at in person and virtual meetings, including:
• Schedule and facilitate meeting discussions;
• Record meeting minutes;
• Summarize meeting minutes into quarterly reports and a comprehensive annual report;
• Share quarterly reports and comprehensive annual report with DOH FHSD, Hawaii Oral Health Coalition, and partners who attend the meetings.

3. Prioritize and support project(s) that result from the regional oral health partner meetings; and
4. Other pertinent duties and related tasks, as assigned.
5. The entity may assess an administration fee not to exceed 15% of the total cost.

The period of performance is from January 1, 2026 or upon DOH FHSD approval to December 31, 2026.

Instructions
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
