Description
The State of Hawaii, Department of Land and Natural Resources, Division of State Parks (Maui District), is seeking to purchase two (2) new stand-on skid steer loaders designed for safe, powerful operation in confined areas and rugged terrain. Equipment will be used for park maintenance, trail work, material handling, and natural resource management across multiple State Park facilities.

Minimum Technical Specifications (Mandatory)
Machine Configuration:

Stand-on skid steer loader (operator standing platform)

Tracked configuration

Maximum overall machine width: 36 inches

Bucket width must not exceed 36 inches

Compact footprint suitable for narrow trails, gates, and bridges

Engine & Power:

Gasoline or diesel engine

Minimum 23 horsepower

EPA-compliant engine (current emissions standards)

Heavy-duty cooling system suitable for Hawaii climate

Safety Requirements (High Priority):

Operator presence control system

Emergency stop capability

Slip-resistant standing platform

Safety interlock system preventing unintended movement

Protective guarding around moving components

Clearly labeled safety decals and controls

Hydraulics:

Auxiliary hydraulic system capable of operating multiple attachments
Quick-attach mounting system compatible with standard mini skid steer attachments

Hydraulic flow sufficient for auger and grapple operation

Two (2) complete stand-on skid steer loader units, each equipped with all required attachments listed above

Delivery & Warranty:

Delivery to Maui, Hawaii (freight included in bid price)

Minimum one-year manufacturer warranty on machine and attachments

Vendor must provide documentation, manuals, and safety information upon delivery

Acceptable Products

Equipment shall be comparable to industry-standard stand-on skid steer loaders meeting or exceeding these specifications. Brand names may be referenced for comparison only; equivalent or superior products will be considered.

All equipment must be new, not refurbished or demo units.

General Comments
All equipment offered under this solicitation shall be new, unused, and of current production, and must meet or exceed all minimum specifications outlined herein. Vendors are responsible for reviewing the solicitation in its entirety and ensuring their bid response clearly demonstrates compliance with all mandatory requirements; failure to do so may result in the bid being deemed non-responsive.

Any brand names referenced are provided for comparison purposes only and do not restrict competition. Equivalent or superior products that meet all specifications will be considered. Pricing submitted shall be all-inclusive and must account for all costs associated with the purchase, including equipment, required attachments, delivery to Maui, on-site training, documentation, and warranty support.

Vendors must identify local service and support capabilities within the State of Hawaii, including service location(s), points of contact, and anticipated response times. Delivery timelines shall be clearly stated in the bid response. Equipment shall be delivered fully assembled, tested, and ready for operation upon acceptance by the State.

The vendor, by submitting a bid, certifies that all equipment offered complies with the requirements of this solicitation, that the vendor has reviewed and understands all solicitation terms, and that the vendor has the capability to provide local service support and on-site training at no additional cost. The State reserves the right to inspect all equipment upon delivery, to reject items that do not conform to solicitation requirements, and to accept or reject any or all bids, waive minor irregularities, and make an award in the best interest of the State.

Description
The purchase consists of two (2) new tracked stand-on skid steer loader units, each designed for safe, high-powered operation in confined areas and environmentally sensitive locations. Each unit shall have a maximum overall machine width of 36 inches or less, including the bucket, and be equipped with a gasoline or diesel engine providing sufficient power for heavy-duty park maintenance and material handling tasks. Machines shall include a stand-on operator platform with integrated safety controls, auxiliary hydraulics, and a universal quick-attach system.

Each unit shall be delivered complete with the following attachments: a general-purpose bucket not exceeding 36 inches in width, pallet forks suitable for material handling, a hydraulic grapple log attachment for green waste and debris removal, and a hydraulic auger drive with at least one auger bit suitable for signage and light construction work. All equipment and attachments shall be new, unused, and ready for immediate operation upon delivery.

  • VENDOR NON-COMPLIANCE : NON-COMPLIANCE may result in a vendor not receiving an award, delay of payment, or cancellation of award. If the vendor does not maintain timely compliance, which is the vendor’s responsibility, an offer otherwise deemed responsive and responsible may not be awarded. State agencies may check for compliance at any time.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Oahu, Kauai , Hawaii, and Maui.
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) : Vendors can register at https://vendors.ehawaii.gov/hce via an annual subscription fee and should subscribe prior to responding to a solicitation.   • VENDOR COMPLIANCE – PAPER DOCUMENTS : Vendors not utilizing HCE shall provide paper certificates that must be valid at the time of award. All applications for applicable clearances are the responsibility of the vendor, who must be compliant pursuant to HRS§103D-310(c) with the chapters 1) Chapter 237, General Excise Tax Laws; 2) Chapter 382, Hawaii Employment Security Law; 3)Chapter 386, Worker’s Compensation Law; 4) Chapter 392, Temporary Disability Insurance; 5)Chapter 393, Prepaid Health Care Act; and 6) §103D-310(c), Certificate of Good Standing (COGS) for entities doing business in the State. Upon receipt of compliance paper documents (A-6, LIR#27, COGS), the purchasing agency reserves the right to verify their validity with the respective issuing agency.
  • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • QUESTIONS ABOUT THIS SOLICITATION: Unless otherwise indicated, questions regarding this solicitation must be directed to the Buyer listed.
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • COMPLIANCE AND DOCUMENTATION: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance is required through HCE or via paper documentation.
