Trailhead Boot Brush Maintenance Contract

Overview:
The Department of Land and Natural Resources, Division of Forestry and Wildlife (DOFAW), is seeking a qualified vendor to provide routine maintenance services for six (6) boot cleaning stations located at various trailheads across the island of Oʻahu. These stations were installed as a biosecurity measure to prevent the spread of Rapid ʻŌhiʻa Death (ROD) and other invasive species by hikers and outdoor recreationists.
Over time, the stations experience wear and tear—including depleted disinfectant, mud accumulation, and broken components—requiring regular upkeep to ensure they function effectively.

Scope of Services:
Routine maintenance will occur every two (2) weeks, with the exception of Poamoho Trailhead, which requires monthly service. The selected contractor will be responsible for the following tasks:
● Disinfectant Maintenance:
o Refill or replace isopropyl alcohol or another DOFAW-approved disinfectant.
o Responsible for supplying the disinfectant and repair and replacement of sprayers as needed
o Responsible for the locking and security of disinfectant stations, including the repairs or replacement of locks used at each station
● Brush Replacement:
o Replace brushes every 6 months or more frequently if necessary, as well as by DOFAW request.
o Brushes must be supplied by the contractor.
● Brush Cleaning:
o Brushes are to be cleaned every visit to remove dirt and mud. This may require power wash usage when mud is abundant.
o Weeding as needed underneath and around the brush stations to maintain visibility and cleanliness
● Mud Scraper Maintenance:
o Replace or repair mud scrapers as needed.
● Signage Replacement:
o Replace damaged, missing, or vandalized signage.
o DOFAW will provide replacement signs.
● Monitoring and Reporting:
o Document and report any damage, vandalism, or signs of misuse.
o Notify DOFAW if replacement signs are required.
● Final Report:
o Upon completion of the contract, a final report must be submitted prior to final payment.
o The report should include:
▪ Observations on effectiveness of the stations (e.g., public engagement, reduction of visible contaminants)
▪ Suggestions for improvement
▪ General feedback on the outreach and physical mitigation effectiveness related to Rapid ʻŌhiʻa Death.
