Pursuant to Section 103D-302, Hawaii Revised Statutes, and based on the evaluation of bids received in response to JUD Project No. IFB J27150, dated August 2026, the Judiciary, State of Hawaii, is pleased to notify ELCCO, Inc. that it has been selected for award of the contract for:

POWER QUALITY SYSTEM IMPROVEMENTS

The contract is awarded in the total lump-sum base bid amount of Three Hundred Fourteen Thousand Eight Hundred Dollars and No Cents ($314,800.00), subject to your compliance with all requirements set forth in the solicitation documents and applicable law.

Prior to contract execution, please submit the following within ten (10) calendar days from the date of this Notice of Award:

1. A Performance Bond in the amount of one hundred percent (100%) of the contract price ($314,800.00), in accordance with Section 00700, General Conditions, Section 3.7;

2. A Payment Bond in the amount of one hundred percent (100%) of the contract price ($314,800.00), in accordance with Section 00700, General Conditions, Section 3.7; and

3. Certificates of Insurance meeting the requirements of Section 00700, General Conditions, Section 7.3.

Description
The work generally consists of installation of surge protection devices for the entire
building, installation for a power conditioner for the 3rd elevator bank; and re-circuiting of
existing gate to emergency power at Hoapili Hale.

Instructions
  • TRANSACTION FEES: The awarded vendor shall pay a transaction fee of 0.75% (.0075) of the award, not to exceed $5,000 for each award. This transaction fee shall be based on the original award amount and the awarded vendor shall be responsible for payment of the fee to Tyler Hawaii, the vendor administering the HIePRO. Payment must be made to Tyler Hawaii within thirty (30) days of receipt of invoice. The invoice is generated based on the date the award is posted.
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the islands of Hawaii, Kauai, Oahu and Maui.
  • ADDITIONAL FEES AND CHARGES: Vendors shall include all applicable fees, charges, surcharges, shipping/handling, delivery, or any other charges associated with this solicitation in the price submitted.
