Description
The Department of Land and Natural Resources, Division of Forestry and Wildlife, Kauai requests bids for One (1) New 2015 or latest Production Model Ford F-150 SUPER CREW 4x4, Gas, 5.0L V8, truck with specifications listed in Line Item Attachment. To be delivered F.O.B Lihue, Hawaii, 96766.

General Comments
Please see Line item attachment for Detail specification for vehicle. This is Not an RFP. This is a Small Purchase RFQ. Information regarding RFQ can be found at the following link: http://spo.hawaii.gov/
Purchase is based on the availability of funds and if the offer meets or exceeds the vehicle specifications in the line item. Payment is to be made with State Of Hawaii Purchase Order (PO).
In an effort to avoid delays in delivery, associated with special delivery we prefer bidders to place bids with vehicles that are currently in stock or set to arrive within 30 days of close of the solicitation. Neutral colors are preferred. Bidders should include cost of miscellaneous items under line attachment with final bid.
Bidders should submit bid with pic and itemized description of vehicle to be purchased.

Instructions
  • HAWAII GENERAL EXCISE TAX (GET): Unless otherwise stated in this solicitation, vendors shall include all applicable taxes in the price submitted. The Hawaii General Excise Tax (GET) shall not exceed 4.712% for the island of Oahu and 4.166% for the islands of Maui, Kauai, and Hawaii.
  • COMPLIANCE, DOCUMENTATION AND HAWAII COMPLIANCE EXPRESS: Vendors are required to be compliant with all appropriate state and federal statutes. Proof of compliance (compliance documentation) is required. VENDOR REGISTRATION IN HAWAII COMPLIANCE EXPRESS (HCE) Proof of compliance/documentation is obtained through Hawaii Compliance Express (HCE). Vendors may register in Hawaii Compliance Express (HCE), a program separate from HIePRO. The annual subscription fee to utilize the HCE service is currently $12.00. Allow 2 weeks to obtain complete compliance status after initial registration. It is highly recommended that vendors subscribe to HCE prior to responding to a solicitation. The vendor is responsible for maintaining compliance. If the vendor does not maintain timely compliance in HCE, an offer otherwise deemed responsive and responsible may not be awarded. NOTE: State agencies may check HCE for compliance at any time. Non-compliance may result in a vendor not receiving an award, delay of payment, or cancellation of award.   • RESPONSE TO THIS SOLICITATION: Only responses submitted through HIePRO shall be considered for award.
  • OFFER DEEMED FIRM/AUTHORITY TO SUBMIT OFFER: Submission of an electronic response to the State of Hawaii constitutes and shall be deemed an offer to sell the specified goods and/or services to the State of Hawaii at the price shown in the response and under the State's Terms and Conditions. The electronic response submitter certifies that he/she is authorized to sign the response for the submitting vendor and that the response is made without connection with any person, firm, or corporation making a response for the same goods and/or services and is in all respects fair and without collusion or fraud.
  • TRANSACTION FEES: The Awarded Vendor shall pay a Transaction Fee of 0.75% (.0075) of the award or estimated award, not to exceed $5,000 for each award. This transaction fee shall be based on the initial award amount or estimated amount, and Contractor shall be responsible for payment of the fee to Hawaii Information Consortium, LLC (HIC), the vendor administering the HIePRO. Payment must be made to Hawaii Information Consortium, LLC (HIC) within thirty (30) days of receipt of invoice.
